Add the following new section:

 

5.3.4 Reduction of Combined Sewage Overflow.  For sites served by combined storm/ sanitary sewers, 50% of the rainwater from the applicable 2-year design storm for the entire site must be kept from entering the sewer system or delayed by at least 24-hours, through a combination of detention, retention, infiltration, or reuse techniques.

Substantiating Statements

In many urban areas with combined storm/ sanitary sewers, the worst water pollution issues stem from combined sewer overflows (CSO’s), during which partially treated sewage flows into the natural water systems.  These events occur after severe storms, which overwhelm the capacity of the sewage treatment plants.  In order to reduce the severity and frequency of CSO events, it is not necessary to stop all the water from ever entering the sewage system, which is accomplished by retention, infiltration, and reuse; it is simply necessary to slow down the water flow so that it does not all reach the sewage treatment plants at once, which can be accomplished through detention.
